E-Learning Developer

Reporting to the Director of Health Protection, the E-Learning Developer will work within a multi-disciplinary team, utilizing the latest research, software, and innovative advances in order to develop, implement, and monitor a variety of interactive on-line learning modules and courses.

The position involves converting a number of new and existing courses, presentations, and other public health education material from a variety of formats (e.g., InDesign, Quark Xpress, and MS Office) into innovative, user-friendly web-based applications. Web-based applications will range from limited one-time interactions through to participation in multiple interactions to complete a certified learning series. All applications will need to have the capacity to: register participants; process any fees; track participation; allow the user to start and stop learning modules without losing information; provide automatic certificate of completion; and link the user to ongoing web-based support if available. The E-Learning Developer will be a member of the Education and Evaluation Team, and support the work of the following departments: Health Inspection, Communicable Disease, Tuberculosis, Vaccine Preventable, Clinical Services, Outbreak, Tobacco, and Chronic Disease and Injury Prevention.

Position Responsibilities:

Programming

  • A strong understanding of W3C standards, CSS and accessibility
  • A working knowledge of designing, implementing and testing dynamic Web applications built on Java, Python or PHP
  • A working knowledge of Adobe Flash and Action Script
  • Experience working with Secure Credit Card Transaction over the Web
  • Some experience using various Database products
  • Some experience with Content Management Systems
  • Experience working with/designing Learning Management Systems

Software and Platforms

  • Photoshop and Illustrator experience
  • Unix/Linux, Apache, Windows

 

Daily Responsibilities

  • Write reliable code/scripts to perform the assigned actions
  • Thoroughly test all developments
  • Develop documentation and reusable code to address common issues
  • Convert visual mock ups into HTML and CSS
  • Assist lead programmer with development
  • Integrate and install proprietary CMS system
  • Work in collaboration with current design and development team
  • Perform other duties as assigned


Qualifications:

The position requires:

  • Diploma/degree in related field
  • Two to three years experience working in the area of web-based interactive program development
  • A strong background in Internet based learning, education, and data management
  • Superior communication, problem solving, analytical, and interpersonal skills
  • Excellent organizational and time management skills
  • A valid Ontario Drivers License and access to a reliable vehicle
  • Police clearance


Assets include:

  • Competence in both official languages
  • More than one year’s practical experience
  • A degree in Computer Science or related field
